I think keeping in mind all these things,it would be fair to say that Gen Singh did shake everyone and let them know that' he was here to stay'.Many people might question the timings of his revelations of 'bribery offer',but at least he did reveal them.He also forces one to think,that if he was approached with such an offer,it is quite likely that this custom had been part of the Indian Army's top brass for a reasonably long time.This can also be justified by the involvement of Gen Deepak Kapoor's involvement in Sukna scam.
Gen Singh upon taking over as Chief had raised concerns over the internal health of the corruption riddled force,where ethos and tradition have taken a backseat and incompetence,irresponsibility and lack of professionalism prevail.The Indian Army not having been to a conventional war for well over forty years,such problems were sure to prevail.
Gen Singh during the course of his tenure tried to sort out some serious issues within the army which were really necessary and good measures for the army,but while doing so he earned himself many enemies within the army as well as in the political scenario.This can be explained by various instances such as the leveling of charges against by chief of military intelligence for misusing equipment,then leakage of Gen Dalbir Singh's showcause notice.So at any point of time,there was always a force acting against him.
In the end,Gen Singh though being a very righteous man, for being an effective chief who couldn't be pocketed or prevented from doing his duty by the government by giving him something to content himself with in the form of 'governorship',ended up being the most controversial chief.
